Spend limits
Spend limits controls the organisation's hourly, daily and monthly spend ceilings. It also exposes the organisation-wide pause control.

Controls and behaviour
Saving limits changes the ceilings used by the backend. The kill switch pauses agents across the organisation; resume lets them take work again when the other policies permit it. Current pause state remains visible.
Access and limits
Resuming does not reset a spend window. If a ceiling is already exceeded, work can stop again until the window changes or a reviewer changes the limit. Organisation limits and individual agent limits can both apply.
