Agent discovery
Agent discovery controls whether the township publishes a signed Agent-to-Agent card and which entry agent receives external work.

Controls and behaviour
Publish card records an explicit entry agent. Stop publishing withdraws the configured publication. Published state shows the selected entry agent and public-card location.
Access and limits
Discovery is off until enabled. The card does not expose the complete hierarchy. External callers address the entry agent, not arbitrary reports. Publication and provider credential setup are separate features.
