Environments groups named configuration overlays such as staging and production. The environment catalogue belongs to the organisation.

Controls and behaviour
Create environment adds a named overlay. Opening an environment shows its entries. Deletion removes the named configuration where allowed. A township chooses which environment is active for its effective values.
Access and limits
Creating an environment does not deploy an application or create a provider account. It records configuration. Changing values can affect agents the next time they resolve configuration.
