Roles
Roles are named sets of permissions. Built-in roles cover common responsibilities; custom roles let an organisation choose a narrower set.

Controls and behaviour
Create role records a name and permission set. Edit changes a custom role. Delete removes a custom role when the backend permits it. Role assignments are managed through Members.
Access and limits
A permission may still be scoped to a township or agent when assigned. Custom roles do not automatically receive permissions added by later product upgrades. Server authorisation applies even when a control is visible.
